The first Korean version of Sherlock Holmes “Detective” was born on May 9, 2021. On February 4, 2020, the “Act on Use of Credit” was revised and passed by the National Assembly, allowing the term “detective” to be used.
Taking this as an opportunity, Yoo Woo-jong, chairman of the Korean Detective Agency, used the term “great detective” for the first time and officially registered it on the certificate in order to establish excellent detectives in Korea.
The “Detective Detective” certificate qualification test is awarded to successful candidates after examination by the “Korea Qualification Test Management Association,” of which Chairman Yoo Woo-jong is the central president.
The Detective Agency is divided into Level 1 and Level 2. Level 2 is the basic Detective License, and Level 1 is the leadership course (diploma).
‘Detective Agency’ began to be active in all areas permitted by law (politics, economy, society, and culture) without violating individual laws such as invasion of privacy and residential intrusion.
We will learn more about Chairman Yoo Woo-jong, who has 20 years of detective experience, and the famous detective agency, as he investigates industrial espionage and investigates overseas cases quickly.
Since no country, whether democratic or communist, can scratch all the itch of its people, most OECD member countries have professional detectives active in some form or another, filling in the blind spots of the country's public power.
In areas that the judicial agencies of each country cannot reach, “detectives” who are highly knowledgeable and investigative experts investigate the facts of the case, and key evidence is needed when juries and judges weigh important legal standards in cases being litigated.
Now, in Korea, like advanced countries, the professional detective work of great detectives will reduce the injustice of switching victims and perpetrators, and will also create an environment in which citizens trust and follow the law.
▲There is an urgent need to institutionalize the detective industry
Chairman Yoo Woo-jong, who dreams of becoming a Korean version of Sherlock Holmes, tried to institutionalize the “Certified Detective” law in the 16th National Assembly for the first time in Korea with (former) National Assemblyman Ha Soon-bong’s aide Jeong Soon-hoon, but failed to hold a public hearing.

For more than 21 years, from the 18th National Assembly to the 19th National Assembly to the 20th National Assembly, efforts were made to institutionalize the law by only selling Korean beef, but it was abolished due to the expiration of the term of office of the National Assembly.
It is unknown whether a law has been proposed in the 21st National Assembly as well. Institutionalizing the detective law is also President Moon Jae-in's pledge, but there seems to be a long way to go.
In addition, Chairman Yoo Woo-jong expanded his scope of activities internationally and served as the “Korean Chairman of the International Judicial Solidarity” at the New Jersey Court in the U.S. He also brought together Chairman Yoo Seon-ho of the Judiciary Committee at the National Assembly of the Republic of Korea and created the legal system of advanced countries through the “International Judicial Solidarity Invitation Forum” at the National Assembly.

▲A ‘specialized investigative detective’ with ‘diverse experience and knowledge’
Yoo Woo-jong, president of the Korean National Detective Agency, began dreaming of becoming a detective in 1983 when he was in his second year of high school, triggered by the mysterious death of his youngest uncle. During his college years, he played the role of a judge in a play called “Mock Trial.”
After graduation, in order to learn things that cannot be learned in society, I applied as a “Special Forces Officer” and spent 4 years and 6 months in the Special Education Department of the Special Forces Command’s Special Forces Training Corps, where I learned special communications called “CW: Morse”, friendly and enemy weapons, special weapons, counter-terrorism training, unconventional warfare tactics, and ambush (surveillance and observation) raid (tracking) information collection essential for detectives.
Sometimes, I have received special training such as running at low altitudes in helicopters, jumping, and leaving at low altitudes.
After being discharged from the military in the 1990s, based on continued detective research and overseas detective training in Germany, Australia, and Japan, detective program education in developed countries, and detective law and practical experience in developed countries, the Korea Management Association Social Education Institute in 2000 conducted private investigator & detective qualification course training for the first time in Korea in accordance with the Framework Act on Qualifications.
Until 2021, we have visited overseas detective practice and theory training several times, and have also invited experts from the UK, the US, Japan, and the FBI Korea's first and second directors to improve the quality of education, and Korea has produced about 2,500 great detectives over 53 occasions over the past 21 years. They are actively working in corporate and government detective companies.

Chairman Yoo Woo-jong, Australia's first certified detective, solved a case requested from Türkiye in 2013 while working as an international detective. It was an incident in which dollars were stolen from the safe in the captain's office of a cargo ship departing from Türkiye.
An agreement was made 3 days before arrival at Busan Port, Korea, and on December 31st of that year, at 1 am, the ship entered the port at Busan Port, went through port entry procedures, received consent from the captain and all 21 crew members, collected fingerprints from all crew members, and extracted the fingerprints from the crime scene safe and compared them with the sailor's fingerprints to complete the arrest of the criminal.

▲Myeong Detective Agency is an ‘investigation expert’
Chairman Yoo Woo-jong hoped that ‘Detective Agency’ would be seen as “a law-abiding, highly knowledgeable, experienced investigation expert with specialized knowledge of cases,” breaking away from the generally negative image of violating the law by violating the law, such as invading privacy, investigating others’ backgrounds, spying, and being spies.
In other words, a “great detective agency” should investigate the facts of a case, but should not violate individual laws such as invasion of privacy or residence, and should be recognized as an investigative expert who conducts investigations using analog methods (photos, videos) rather than digital in public places.
In addition, he said that he hopes to be remembered as an investigative expert who always believes that the evidence or reports investigated by “The Great Detective Agency” may be reversed between the victim and the perpetrator, resulting in wronged people, that the facts of the case do not deviate from the established detective investigation process, and that he works with the right belief that he must work from an objective standpoint.
Myeong Detective Agency emphasized that it is not a legal advice or solution provider for bond debt and lawsuits and should only investigate the facts of the case. Otherwise, he said, it would be a violation of various individual laws, including violation of the Attorney-at-Law Act and violation of the Credit Information Business Act.
APromising New Job Detective Agency
Chairman Yoo Woo-jong, who has studied for 46 years and has been practicing detective theory and practice for about 21 years, predicted that although Detective Agency is not the best in the 21st century, it will develop into a new job and solution to youth unemployment that is respected by many people and sometimes by the government.
He said that the results of long-term research were intermittently opened at a few universities before 2020, but from 2021, detective departments are being created one after another at many universities, and he was confident that detective agency will emerge as a new profession.

Chairman Yoo Woo-jong revealed that there are four big dreams that he has dreamed of for a long time.
First, we will develop the history of great detectives academically and create a “Detective Academy” in the Incheon Special District, the first in Korea to be a cradle of detectives where detective experts from all over the world can learn, to train detective experts in each field and develop them into a new profession loved by the people and countries of each country.
Second, the activities of the detective agency under the trial-based, evidentiary-based jury system reduce the unfairness of the victims and perpetrators being reversed, and create an environment in which the law is believed and followed.
Third, the problem of youth unemployment is serious worldwide. Because the youth of each country are the future of that country, we are creating a healthy society by solving youth unemployment and filling in the blind spots of public power in each country.
Fourth, an international FPI (Detective Investigator) center with more than 100 floors will be created to bring together great detective agencies from each country and view each country's work so that it can serve as an information hub for people around the world to share information. Whenever there is a major crime or a major white crime, time is bound to be delayed due to numerous administrative procedures between the nation and the nation. Work can be done much faster and more quickly in the private sector (Detective Detective Agency) than in the government. In the past, when presidents of developed countries faced major issues, many cases were solved by famous “detective agencies.”
He said that the four big dreams were established by Chairman Yoo Woo-jong through hard work during his 57 years of life, and that he will continue to train great “detectives” and work tirelessly day and night to achieve the four dreams.
▲The most important virtue in Detective Agency is ‘character’
Chairman Yoo Woo-jong has been pursuing a single career in the detective field for about 46 years, and is nicknamed the Independent Detective Army.
He emphasized that the people who receive the best detective license this time have been taught to follow the right path by emphasizing character the most and even receiving a pledge that if any illegal work, false or falsified report is committed even once during detective work, the license will be revoked.
Lastly, in this excellent detective qualification course, people from various professions, including former police officers, lawyers, corporate risk managers, university professors, and even former members of the National Intelligence Service, have obtained qualifications. People who have received training at other educational institutions in the detective field and those studying for a doctoral degree in detective science are also applying. He said that he hopes that everyone's dreams will come true through in-depth detective education.
